"Buyer" Agrees to be bound by any purchases made by their Pre-bidding or live Bidding at Auctions’ Conclusion. Any purchases made by the buyer are to be settled in full by 4:00PM On Thursday, October 21, 2021 at Broome County Real Property, 44 Hawley St., 2nd floor, Binghamton NY.


Online Bidders will be required to make a $5,000.00 wire transfer to Mel Manasse & Son Auctioneers LLC, Real Estate Escrow Acct, No Later than Monday, October 18, 2021 at 12:00Noon, to be accepted to Participate in the "online bidding" for the Auction. In addition to his/her deposit, buyers will be required to complete and sign their online bidding agreement and will be checked personally and with any of there affiliated Companies or LLC's, if they owe any delinquent Broome County Taxes. If any delinquent taxes are owed they will not be accepted to bid Online or Onsite. Buyers will need to be approved and complete this agreement before their registration will be accepted. If the "online buyer" Purchases (1) or more properties, their wire transfer deposit will be applied toward their Broome County Deposit, repair/maintenance costs and their Auctioneers fees. If there is a surplus in their deposit, to their required down payments, they would be refunded by Monday, October 25, 2021 at 12:00Noon.  If an online Buyer wires their deposit and makes no purchases their deposit would be returned in full by 12Noon on Monday, October 25, 2021. If the buyer needs to make additional deposits to Broome County and additional Auctioneer fees, in addition to their deposit, these monies will be due by Thursday, October 21, 2021 at 4PM, NO EXCEPTIONS! The additional monies due can be paid by cash, good check or wire transfer. No Credit Cards will be accepted.


Broome County Real Property or Mel Manasse & Son Auctioneers LLC makes no representation, or any kind of warranties as to condition of any of the properties to be sold at Auction. All properties will be sold AS-IS. All bidders should inspect the properties prior to bidding, and should not buy from the pictures in our catalogs or online.  All bidders will be responsible for any Purchases they make online or onsite. LOOK AT THE PROPERTIES BEFORE BUYING!  BUYER WILL BE RESPONSIBLE FOR THEIR ACTIONS, NO EXCEPTIONS!


If the successful bid is under $1,000 the full amount of the bid must be paid by the end of the auction. Otherwise, at the end of the auction a deposit of the 10% of the bid, OR a minimum of $1,000 to Broome County plus the repair/maintenance cost is required to be paid to the appropriate vendor. The repair / maintenance fee becomes part of the purchase price and is subtracted from the balance due at closing.


There will be a 4.5% Auctioneers fee of the final bid price due on each property.


NOTE- there will be an additional 1% Fee of the final bid, charged to online buyers on each property purchased online, which goes to the online bidding provider.


In addition to the above fees and rules, all customary terms, rules and regulations will apply in addition to these online bidding terms and Conditions.


Any bidding disputes or "tie bids" between the floor bidders and an online bidder, will be decided and recognized by the auctioneer. Auctioneer will recognize the bidder that bids first as the high bidder.  A bidder’s status as an onsite or online bidder, will have no bearing in his ruling.


By signing this agreement, the "online buyer" accepts the online bidding terms, in addition to all customary Broome County Real Property Tax Auction Rules outlined online, in print catalogs and announcements made day of Auction will supersede printed info, if necessary.
