Firearm Purchase & Transfer Guidelines (Minnesota) Before You Bid Inspect or call first. If you have any questions, inspect the firearm in person—or call us—before placing a bid. Completing the federal background check (NICS) and paperwork can take a while; please be prepared. 1. Eligibility & ID Requirements Bidder profile must match your legal name (photo ID required at pickup). When paying by credit card, the cardholder name must match your driver’s license. For any handgun or rifle with a pistol grip, you must present either a valid Minnesota Permit to Purchase or a Minnesota Permit to Carry (concealed‑carry permit). NICS check is mandatory for every firearm transfer—even if you hold a carry or purchase permit. 2. Transfer Fees (if your rifle is not being shipped to another FFL dealer) First firearm: $25 NICS/transfer fee Each additional firearm in the same auction: $10 The $25 fee only applies to background checks that we make at our location. 3. Out‑of‑State Buyers Federal law requires us to ship firearms to a Federal Firearms Licensee (FFL) in your home state. You will complete ATF Form 4473 and a NICS check—and pay any transfer fee—when you pick up the firearm from that FFL. 4. Permit to Purchase / Permit to Carry Certain firearms (pistols and semiautomatic military‑style assault weapons) require a background check that can be satisfied by either permit. How to obtain a Minnesota Permit to Purchase Complete the Minnesota Uniform Firearm Application – Permit to Purchase/Transfer. Submit it to your local police chief or county sheriff. The agency has up to 30 days to run the background check and issue the one‑year permit. A valid Permit to Carry doubles as a Permit to Purchase. 5. Private‑Party Transfers (for your reference) If you later sell or gift a pistol or semiautomatic military‑style assault weapon in a private transaction, the buyer must: hold a Permit to Purchase or complete a background check through a licensed dealer. Both parties must keep the Private Party Transfer Form on file for 10 years. Transfers between immediate family members are largely exempt. 6. Semiautomatic Military‑Style Assault Weapons Minnesota Stat. § 624.712 subd. 8 defines these firearms. The Bureau of Criminal Apprehension maintains the official list.
